The Kreisverwaltungsreferat, or the KVR as it is known for short, is the office which deals with all sorts of citizen registrations. If you want a residency or a work permit, you go here.
Registration Certificate
The Registration Certificate, known as the Meldebescheinigung, is your proof of registration. You get a Meldebescheinigung once you register your address in Germany upon arrival. The Meldebescheinigung proves you live at that address and you can request a new one at any time. Keep the document safe, cause you’ll need it close at hand semi-regularly.
You’ll need it for pretty much any service that needs official proof of residence, such as:
Opening a German bank account.
Closing your utilities or internet contract(s).
Getting a German cell phone number.
Your application for a residence permit.
Why do I need to register in the city?
Without official registration in the city, you won’t be able to get some rather essential documentation to further kickstart your life in Germany. These documents are your Tax Identification Number and Registration Certificate. Without these documents, you’ll have a lot of trouble trying to get anything official done, and will not be able to start working in Germany if you’re eligible to do so.
When do you need to register?
Whether you plan to stay in Germany for more than three months or settle permanently in a German city, you must register your new residence with the local authorities in the city where you live
Please refer to the link below for more info
Duration within which I have to register in Germany on arrival?
You need to register your address with the city registration office within 14 days of moving into your new home!
What documents do I need to produce during registration?
Valid passport or ID card (not a driving license).
Visa (if applicable).
Proof of residence certificate (Wohnungsgeberbestätigung).
Completed registration form (if someone is attending on your behalf; otherwise the registration form will be filled out by the official at your appointment).
Marriage certificate (if applicable)
Can someone register on my behalf?
Absolutely. Someone can represent you and do all this for you provided this person has all the required documents together with your ID/Passport and a Vollmacht (a procuration) for this person.
